Pete .v. Phil YOU decide!!

During the PWA Pozo contest, Dutch rider Pete Volwater and UK rider Phil Horrocks collided during their wave heat. The language was fruity for sure, but who exactly was in the wrong was debated off the water by the two sailors, their fellow competitors and the PWA Judging Team. Neither Pete nor Phil asked for official re-dress, so the jury remains out on who had right of way. Therefore we must decide!!

• PETE was the sailor riding in on a wave.
• PHIL was the sailor on his way out looking for jumps.

Who has the right of way?
